Invalidity

Certainly, one of the most obvious and hardest consequences of war is invalidity. According to different statistics, there are about 66.000 registered invalids in Serbia. About 80% of them are war veterans from all ex Yugoslav wars. This population is faced with problems which maybe are the toughest of all problems between veterans. Beside regular problems, illness caused by missing the parts of body or permanent damages of body are added. Invalids from all categories used ti have solved problem of healing and rehabilitation through institutions which took care especially about them, and were dedicated only to invalids of war (lets mention the biggest RH center in Igalo). Specialized help in this centers was on the top level, and approach of the staff and doctors was profiled according to patients. With decomposing of ex Yugoslav states, financial crises and war in 90's, transition in which we are living, institutions which were dedicated to invalids of war disappeared, or were organized by income principle, which was destructive for invalids in this case. At the same time number of invalids of war dramatically increased, with injuries that need more active improvement of sanitary conditions and rehabilitation. Problem of suppling orthopedic accessories even those of the worst quality, was often almost unreachable obstacle for some invalids. Unsolved legal regulative for long time, followed by bringing acts which regulated rights and obligations in invalid protection, took a part in additional bad state of invalids.

It must be admitted that relation between government and invalids, is much better today than five or ten years ago, but it is still far from the level it should be on. That is the reason of devoting our organization in it's work and actions on special attention to this part of our members. We are pleading for adoption of laws and legal regulative that will define rights and obligations of state to invalids, in a way that people who literally gave a part of themselves for this country, will be taken care in correct manner.

Example for this subject can be a part from science work of Sladjana Dragisic-Labas from Institute for neuropsychiatric diseases “Dr Laza Lazarevic” in Belgrade. It's title is “Social factors in etiology of suicidal behavior of invalids of 1991-1995 war”.

- There are about 3.000 invalids of this war (in further text IOW) on territory of SRY that are SRY citizens. Totally, there are about 20.000 IOW if we include invalids from Republic of Srpska and ex Republic of Serbian Krajina. From whole number of IOW (20.000), 800 of them (200 citizens of SRY) have diagnosis of quadriplegia, paraplegia and amputated parts of body. They are settled in special rehabilitation centers in Serbia and they should “orientate themselves” after the rehabilitation is finished. Invalids of war and their families are faced with many taught problems (residential, financial, re qualification, health, psychical, family). Their solution, at the moment of survey (August 19963-December 1997), is on the level of getting certain category of invalidity and receiving of compensation. This compensation distinguished in Republic of Serbia, and was ten times bigger for citizens of SRY, than compensation to non SRY citizens that they received from Republic of Srpska. These IOW were unmotivated to go back to their homes after rehabilitation. They did not have founds to live from, so they were kept in RH centers, because of social reasons, even after the medical treatment has already been finished. This population was in hopeless state (thinking about suicide and executing it more often), that was in good part caused by their distrust in state institutions, feeling of being thrown off, and society impassiveness. Republic of Serbia and Republic of Srpska did not take adequate actions to help IOW. According to one of them, this population was left to “mercy of God”.
