Based on the chapters 21. i 30. of the Social Organizations and Citizen Alliances Law (Sl. glasnik SRS number 24/82) of Republic of Serbia, on founding convention of the Organization War Veterans of Serbia that took place on November 16th, 2005, we adopt

S T A T U T E

OF THE ORGANIZATION WAR VETERANS OF SERBIA

I – GENERAL DEFINITIONS

Chapter 1.

The name of the organization is ORGANIZATION WAR VETERANS OF SERBIA(in further text W.V.S.)

Chapter 2.

Organization WAR VETERANS OF SERBIA is organization alliance of the citizens-war participants, invalids of war and families of the perished warriors, that live on the territory of Republic of Serbia.

ORGANIZATION WAR VETERANS OF SERBIA has nonpolitical and nonprofit character.

Chapter 3.

Headquarters of the organization W.V.S are in Zemun, Rade Končara street, number 62. Organization W.V.S. Is represented by the president of the Main Council.

Chapter 4.

Organization W.V.S is acting on the whole territory of Republic of Serbia, and has character of the legal entity.

Chapter 5.

W.V.S. has a stamp, protocol stamp and emblem.

- Stamp is round, and has diameter of 5 cm.

- Around stamp in the inner ring the name of organization is written „WAR VETERANS OF SERBIA“ REPUBLIC OF SERBIA.

- In the middle of the stamp is the organization emblem, buckler with the blue cross in the middle and four flints.

- Protocol stamp is rectangular, and next to the name WAR VETERANS OF SERBIA, and address, contains space for protocol number and date.

II – GOALS OF W.V.S..

Chapter 6.

Goals of W.V.S are:

- The main goals of W.V.S is considering problems and giving professional help in achieving rights that belong by law to: invalids of war and their families, families of perished warriors, war veterans and war participants. These include various ways of re socialization in order to include them in normal social life, solving of individual problems, solving of problems on the global level of Republic of Serbia.

- Carrying and developing patriotism and sense of freedom as long lasting values.

- Organized acting towards government and state bodies in order to ensure the best possible law regulative, to develop beneficial conditions for living of veterans – invalids of war and their families.

- Developing conditions that will ensure long lasting material security.

- Developing conditions for affirmation through education, pre-qualification, over-qualification and similar.

- Ensuring scholarships for children of members of W.V.S.

- Establishing of cooperation with other organizations that have the same or similar goals.

- Ensuring of timely and objective informing of members about all matters of direct interest about position of their families and families of the perished.

- Developing of cultural, educational and sport activities through founding of various unions.

- Ensuring of orthopedic helps for it's members, using sponsor's help.

- Ensuring various kinds of humanitarian help through cooperation with humanitarian organizations and from other donations.

- Humanitarian social work.

- Sport and other activities.

III –MEMBERSHIP IN W.V.S.

Chapter 7.

Member of W.V.S. can be any adult resident of Republic of Serbia, whose status of invalid of war was confirmed by Law about primary rights of invalids of war and families of the perished warriors (published in Sluzbeni list SFRJ, br. 68, 81 and 75/85), and veterans whose status is confirmed by Law about veterans. Honorable and helping member can be any resident who accepts status and primary program orientation of organization W.V.S.

Chapter 8.

Rights and duties of members are:

- To use help of W.V.S. .in order to realize rights given by the law.

- Active involving in realizing program goals of W.V.S.

- Electing and being elected in all bodies and executive functions of W.V.S.

- Giving help to members of W.V.S., according to on his/her possibilities.

- Acting according to W.V.S. interests, without involving of political parties.

Chapter 9.

Membership in W.V.S can be stopped by:

- Voluntary retiring.

- Exclusion.

- Acting against interests of W.V.S.

Chapter 10.

Decision about exclusion of member is decided by discipline commission of W.V.S., according to Regulation of discipline procedure, which regulates reasons and procedure of exclusion.

Excluded member has right to complain to Statute commission. If he is unsatisfied with it's decision, he can complain to Parliament of W.V.S. which decision is final.

Chapter 11.

If membership is stopped by voluntary retiring from W.V.S. organization, it has to be confirmed in written document at first sitting of Executive board of W.V.S.

IV – W.V.S. BODIES

Chapter 12.

Organization War Veterans of Serbia is acting under territory principles, on the areas of counties, cities and municipals.

1. Parliament (it is consisted by all members of organization)

2. Main Council (19 members)

3. Executive Council (5 members)

4. Council for Statute Matters (3 members)

5. Supervisory Council (3 members)

Chapter 13.

Parliament

Parliament is the highest body of W.V.S. It is consisted by all members of organization. Parliament decisions are valid, if more than a half of members are present on the sitting.

Chapter 14.

Parliament:

- Adopts Statute of V.W.S. and declares changes and additions.

- Adopts internal rules about it's work.

- Elects president and vice-president of parliament, members of Main Council, members of Council for Statute Matters, and members of Supervisory Council.

- Elects president and vice-president of Main Council.

- Considers reports of Main Council, Council for Statute Matters and Supervisory Council.

- Adopts financial plan and final account.

- Decides about joining in unions, and elects representatives in those unions.

- Decides about awards and acknowledgments.

- Decides about requests and complains of W.V.S. members.

- Decides about retiring from W.V.S.

- Fulfills other activities under it's jurisdiction, in accordance with Statute.

Chapter 15.

Parliament is called by parliament president, or by parliament vice-president in president's absence.

Chapter 16.

Besides regular, exceptional sitting can be called. It is called under explained demand of more than one half of the Main Council members, under demand of Supervisory Council and Council for Statute Matters, or at least one third of members.

Agenda of that sitting is proposed by the sitting demander.

Parliament president is obligatory to call the sitting in at most one month, after the sitting demand is received.

If he does not do that, exceptional sitting is called by the sitting demander.

Chapter 17.

Main Council

Main Council is the highest body between two sittings of parliament. It is consisted of 19 members.

Chapter 18.

Main Council:

- Manages W.V.S. work between two sittings of Parliament.

- Executes Parliament's decisions.

- Decides about calling of Parliament sitting.

- Adopts internal rules, that regulate it's work.

- Elects president and members of the Executive Council.

- Executes other activities in accordance with Statute.

- Main Council assembles at least once a year. It can be assembled more often if there is need, and on demand of at least one third of Main Council members.

- Main Council is called by Main Council president. It can be called by Main Council vice-president in the absence of president.

Chapter 19.

Executive Council

Executive Council:

- Manages organization's assets.

- Executes decisions of Parliament and Main Council.

- Prepares and organizes sittings of Parliament and Main Council.

- Prepares annual plan of activities, and financial plan.

- Fulfills other activities which are ensued by program orientation of W.V.S., when all conditions are met.

- Adopts internal rules about it's work.

- Elects secretary of Executive Council.

- It assembles at least once a month, and at least 12 times a year.

Chapter 20.

Council for Statute Matters

Council for Statute Matters interprets Statute regulations, and proposes measures for it's consistent appliance, under it's own initiative or under individuals initiative or under bodies initiative.

Decisions of this council are obligatory for all members and bodies of W.V.S.

Council elects president and vice-president.

Chapter 21.

Supervisory Council

Supervisory Council monitors financial-material dealings of W.V.S. and proposes adequate measures.

Council elects president and vice-president.

All bodies are obligatory to follow standpoints and conclusions of this council, bounded with material-financial dealings.

V – DECISION-MAKING AND ELECTIONS

Chapter 22.

Bodies of W.V.S. work and decide valid, when more than one half of their members is present.

Decisions are made by simple majority of votes of members that are present on the siting, except when making decisions about Statute changes, when two third majority is necessary.

Chapter 23.

Elections in W.V.S. are, by the rule, every four years.

Elections are, by the rule, done in public.

Main Council carries decision about election execution.

Every function in organization must have at least two candidates.

Candidate list is proposed by Main Council, at the sitting where attendance of Parliament president or vice-president and Executive Council president or secretary is obligatory.

Chapter 24.

Mandate of all bodies members and executives is four years, with the possibility of reelection.

VI – FINANCING

Chapter 25.

W.V.S. Gets facilities from the Republic's budget, donations, tributes of individuals and organizations, from funds and foundations.

Chapter 26.

Using of facilities is performed under annual financial plan.

Material-financial dealing is established by appropriate acts in accordance with law.

VII –TRANSIENT AND FINAL DEFINITIONS

Chapter 27.

Executive Council manages all assets of W.V.S.

If W.V.S. stops working, all it's assets belong to Red Cross of Serbia.

Main Council adopts proposition about stopping of work. It has to be adopted by the Parliament on the first sitting.

Parliament must have two third majority of present members, in order to adopt valid decision about stop working of organization.

Chapter 28.

Statute is valid from the date of adoption. It will be employed from the date it is registered in register of citizen associations, under authorized institution.

Statute changes and supplements are performed under the same procedure as it's adoption. For their adoption two third majority of present Parliament members is needed.
